I lost no time in forwarding to the Queen the Despatch which Your Excellency did me the honour to place in my hands on the 24th of March last, & which purported to be an answer to the objections to the Treaty between France & Annam which were urged, on behalf of Her Majesty's Government, in the Memorandum presented to Your Excellency on the 15th November last.
As I have already had the honour to assure you, it was immediately taken into consideration by Her Majesty's Government. I referred it without delay to the Departments of the Colonies, & of Foreign Affairs, and of India. It has therefore been with sincere disappointment that My Lord received the intelligence that, without any further communication with Her Majesty's Government,
